Would high spf sun block work on nylon flag?
to keep the colors from fading outside in the sun from uv rays. in lotion form?

You’d be better off buying a high grade flag. There is a flag company in NJ, who’s website discusses flag material and which material is best suited for specific uses, including resistance to UV rays:
